The Government of Rwanda has introduced new regulations governing employees of basic education institutions, based on the Prime Minister’s Order No. 033/03 of 12/11/2024 establishing a special statute for them.
According to this order, a key provision aimed at improving the quality of education requires teachers who have completed their probationary period to sit for an English examination as the medium of instruction every three years.
These measures are intended to enhance teachers’ proficiency in English, which is widely used as the language of instruction in many schools across Rwanda.
However, the order also states that any teacher who fails this examination twice consecutively will be dismissed from their job. This is seen as a strong step toward ensuring quality education and addressing weaknesses in teaching standards.
Some teachers have expressed that these regulations may encourage them to improve their English language skills, while others have raised concerns about the ability of all teachers to pass the examination.
The Prime Minister’s Order is expected to improve the overall quality of education in the country by strengthening teachers’ knowledge and competencies in line with modern educational demands.
